UIF Labour Activation Programme

Turn staff turnover into funded talent

You already replace the people who leave. The UIF will subsidise the salaries of unemployed young South Africans you hire into those roles, while Digemy screens, onboards and trains them.

  • R2,000 per learner per month for six months, rebated to you
  • An accredited QCTO skills programme, delivered on mobile
  • You hire through your own payroll, the way you already do

Fill the roles you need to fill anyway, and get paid to train the people in them

The UIF Labour Activation Programme funds short, work-integrated learning for unemployed young people. Learners build the foundational skills, confidence and workplace habits they need to do the job well. The UIF subsidises their salary while they do it.

You get trained, work-ready people in roles you were going to hire for regardless, at a lower cost to you.

How it works

Three parties, one pipeline

You keep hiring the way you already do. The stipend cost is rebated.

1

The UIF funds the stipend

R2,000 per learner per month for six months, paid back to you as a monthly rebate.

2

You hire through payroll

Learners sign an employment contract and are paid through your payroll. You claim the rebate monthly with attendance registers, payslips and proof of payment.

3

Digemy screens, onboards and trains

We screen candidates, onboard them into your business and deliver the accredited training on our mobile microlearning platform.

The programme

Ten days of learning. Six months of doing.

Learners get the foundations first, then apply them in a real operational role.

10 daysStructured learning
6 monthsWorkplace skills in a real operational role
  • 1Once learners finish the learning component, they complete their summative assessments digitally.
  • 2Once an assessor finds them competent, they write a one-hour FISA exam in person, on-site.
Apart from the final FISA exam, the whole programme runs on Digemy's mobile microlearning platform. Learners spend less time off the floor, and reinforcement keeps what they learn from fading once training ends.

The legislation behind it

Backed by law, governed by Treasury rules

The four acts that fund and govern the Labour Activation Programme.

Unemployment Insurance Act

Act No. 63 of 2001

The founding legislation. It gives the UIF the mandate to finance active labour market interventions, turning it from a passive payout safety net into an active driver of job re-entry.

Unemployment Insurance Amendment Act

Act No. 10 of 2016

Expanded the UIF's mandate to fund measures that keep workers employed and help them re-enter the labour market, including skills development and learner placement programmes.

Unemployment Insurance Contributions Act

Act No. 4 of 2002

Creates the funding pipeline: the mandatory 2% monthly contribution (1% employer, 1% employee) collected by SARS. A portion of these pooled funds is allocated to the Labour Activation Programme.

Public Finance Management Act

Act No. 1 of 1999

Ensures strict financial oversight and accountability. Funding to training providers and private partners must follow supply chain management rules, which prevents misuse of public funds and requires measurable outcomes.
